Born in Santo Domingo, is a linguist and educator. He received his B.S. and M.A. from New York University and his Ph.D. from the University of Minnesota. He has taught in several US, Latin American, and Spanish universities.

He is a author and co-author of nine books published on Romance and Hispanic Caribbean linguistics by publishing outlets from the United States, Europe, Venezuela, and Dominican Republic. His books “Morfología de la sufijación española” (1994), and “La fonología moderna y el español de Santo Domingo” (1979) earned him two national awards. In addition to being a member of the editorial board of three international journals, he is a co-founder and co-editor of PROBUS: International Journal of Romance Linguistics, published in Berlin, Germany by de Gruyter/Moutonr. He is a corresponding member of the Academia Dominicana de la Lengua, and is full member of the Academia de Ciencias de la República Dominicana. He has written numerous articles on linguistics, history, and culture for newspapers and encyclopedias. In Chicago’s Dominican community he was founder and is current public relations officer of the DAMA. He was also a member of the Board of Directors of the Dominican American National Roundtable. He received the 2018 Illustrious Award in Higher Education from Berkeley College.
